In the new GSR, a number of modern safety features are again made mandatory for certain vehicle categories. For semi-trailers and trailers it means that a tyre pressure monitoring system will become mandatory. The substantive requirements for such a system have now been released.

The ‘old’ GSR

In the 'old' GSR (Global Safety Regulation; Regulation 2009/661, now also referred to as 'GSR1') mainly two matters were regulated: the use of Regulations instead of Guidelines, and the introduction of a number of new provisions for certain vehicle categories (such as AEBS, gear shift indicators, LDWS, tyre environmental requirements, ESC). A tyre pressure monitoring system for passenger cars was also part of this. The term tyre pressure monitoring system is often abbreviated to TPMS.

The ‘new‘ GSR (GSR2)

The EU had been working for some time on a so-called "revision" of the old GSR; that revision was published in November 2019 as Regulation 2019/2144. With the new GSR, a large number of "modern" (mostly electronic) safety features are again made mandatory, especially on motor vehicles.

Regulations for trailers and semi-trailers in new GSR

The 'old' GSR included the requirement for a TPMS (Tyre Pressure Monitoring System) for passenger cars. The new GSR extends this to other vehicle categories, including trailers and semi-trailers of categories O3 and O4.

Start dates

The effective dates for the presence of TPMS on type-approved vehicles of EU categories O3 and O4 (as mentioned in the new GSR) are:

  • for new type approvals: July 6, 2022
  • for new registrations: July 7, 2024

For the individual admission of vehicles in the Netherlands, the RDW uses in principle the date of new EU type approvals for new requirements; that would mean July 6, 2022 for TPMS. That date should then be stated in the 'Individual approval requirements and method of inspection', version 1 July 2022. As soon as concepts have been received from the RDW at the end of 2021 or early 2022, we will provide more information and inform whether and how the requirements regarding TPMS are incorporated.

TPMS content requirements for trucks, trailers and semi-trailers

The EU has released the substantive requirements for TPMS systems for trucks, trailers and semi-trailers (categories O3 and O4) in WP29 of the ECE. WP29 has given substance to this by extending the scope of ECE Regulation 141 (TPMS requirements for passenger cars) to the other categories of vehicles, and formulating specific requirements for the TPMSs of those other categories. The changes - prepared by the GRBP working group of WP29 - were adopted by WP29 last March and are now awaiting formal publication.

TRPS and CTIS

Vehicles must be equipped with a TPMS, but a:

  • TPRS (Tyre Pressure Refill System), or a
  • CTIS (Central Tyre Inflation System)

that meets the requirements formulated for this in R141 is seen as equivalent to a TPMS.
